In line with the Philippine government’s digital transformation initiatives, the Bureau of Internal Revenue (BIR) launched the Online Registration and Update System (ORUS) — an online platform designed to simplify taxpayer registration and information updates. Through ORUS, individuals and businesses can register with the BIR, update their records, and manage certain transactions without visiting the Revenue District Office (RDO) physically.

This article discusses the features of ORUS, the step-by-step process of registration, and important reminders to ensure smooth compliance with BIR requirements.

What is BIR ORUS?

The BIR Online Registration and Update System (ORUS) is a web-based facility that allows taxpayers to perform registration-related transactions electronically. It was developed to enhance convenience, reduce face-to-face interactions, and promote efficient taxpayer service delivery.

With ORUS, users can accomplish tasks such as taxpayer registration, issuance of Certificate of Registration (COR or BIR Form 2303), updating of taxpayer information, and validation of registration records all through the BIR’s online portal.

Key Features and Benefits

The BIR ORUS provides numerous advantages to taxpayers and business owners. Among its notable features are:

  • Online Taxpayer Registration – Individuals, partnerships, and corporations can register as new taxpayers online.

  • Issuance of COR (BIR Form 2303) – The Certificate of Registration is generated electronically after successful registration.• Update of Taxpayer Information – Allows changes in address, trade name, or business activity without manual filing.

  • Integration with eServices – ORUS links to other BIR digital tools such as eFPS and eBIRForms.

  • Convenient and Paperless Transactions – Eliminates long queues and minimizes physical document handling.

Step-by-Step Process of Registration

To register a new business using the BIR ORUS system, follow these steps:

1. Access the ORUS Portal – Go to https://orus.bir.gov.ph.2. Create an Account – Provide your valid email address and taxpayer information.3. Log in to ORUS – Verify your account and log in to your dashboard.4. Select the Transaction Type – Choose “Register New Business” or “Update Information.”5. Fill Out Required Details – Input business name, address, business type, and tax type classifications.6. Upload Supporting Documents – Attach your DTI/SEC registration, proof of address, government ID, and other relevant files.7. Pay Registration Fee – Payment of ₱500 registration fee and ₱30 loose documentary stamp tax (DST) can be made through authorized online channels or banks.8. Generate BIR Certificate of Registration (Form 2303) – Once approved, download your digital COR from the ORUS dashboard.

Common Transactions Using ORUS

Aside from new business registration, ORUS also supports other registration-related services:

• Updating business address, contact information, or email.• Adding or removing tax types (e.g., VAT, Percentage Tax, Withholding).• Registration of branch offices.• Application for authority to print receipts/invoices (ATP).• Replacement of lost or damaged COR.• Cancellation or closure of business registration.

Important Reminders When Using ORUS

While ORUS offers convenience, taxpayers should take note of the following reminders to ensure smooth transactions:

• Always use an active and valid email address for BIR communications.• Ensure accuracy of details entered, as errors may delay approval.• Keep soft copies of all uploaded documents for reference.• Verify registration status through the BIR Taxpayer Verification System.• Coordinate with your assigned Revenue District Office (RDO) for any follow-up or technical assistance.
