What is a Barangay Micro Business Enterprise (BMBE)?

A Barangay Micro Business Enterprise (BMBE) refers to a small business entity engaged in the production, processing, or manufacturing of goods or in trading and services whose total assets do not exceed ₱3,000,000 (excluding land). It is intended to help micro-enterprises become legitimate and competitive participants in the Philippine economy by providing incentives and simplifying regulatory requirements.

Who Can Apply for BMBE Registration?

The following individuals or entities are qualified to apply for BMBE registration:

  • Sole proprietors, cooperatives, or corporations with total assets not exceeding ₱3 million.

  • Businesses engaged in production, processing, or manufacturing of goods.

  • Businesses offering trading or service activities that generate value-added operations.

  • Entrepreneurs with legitimate business permits and clearances from the local government.


Application Requirements and Procedure

Entrepreneurs may apply for BMBE registration through the DTI’s Negosyo Center or via the online platform at https://bnrs.dti.gov.ph.

The following documents are generally required:

  • Duly accomplished BMBE application form (available from DTI or LGU)

  • Copy of Business Name Registration (DTI/SEC/CDA)

  • Mayor’s Permit or Barangay Clearance

  • Financial Statement or Sworn Statement of Assets and Liabilities (not exceeding ₱3 million)

  • Registration fee of ₱1,000 (may vary per LGU)


Once approved, the DTI issues a Certificate of Authority as proof of BMBE registration, valid for two (2) years and renewable every two years thereafter.


BIR Registration for BMBE

After obtaining the BMBE Certificate of Authority from DTI, the business must still register with the Bureau of Internal Revenue (BIR) to ensure compliance with tax documentation and reporting requirements. While income from BMBE operations is tax-exempt, businesses must still file annual information returns and maintain proper books of accounts as required by the BIR.
